I honestly think that a government of total transparency is desirable. Sure, I've heard many specific examples of things (mostly security related) in which secrecy is necessary, but I think the net social gain from complete transparency would far outweigh any security risks. I also think complete transparency would result in very few enemies. Additionally, if you want to have a true democracy it's essential: there is no way to vote on something you don't know about.
